Approved Minutes
Mayor Hogan called the regular meeting to order at 7:32 PM.
1. ROLL CALL - PRESENT- Mayor Hogan, Deputy Mayor Curtis, Council member Graff (arrived
at 7:33 PM) Council member Haverstock, Council member Pacino, Council member Ploszaj,
Council member Ristas and Council member Trinks

5. PUBLIC COMMUNICATIONS AND PETITIONS
Mark ODonnell, 8 Randall Circle, artistic director of the summer theater group,
discussed their upcoming performances at LP Wilson and invited everyone to attend the
plays.
Mrs. Jacqueline Gilman, Capen Street, said she was at a gathering over the weekend and
was asked by a woman, who is looking for a house in Windsor, when the Town will do
something about the property located at 84 Capen Street which is in a state of disrepair.
She asked the Council to bring the problem to a conclusion, noting health and safety
issues.
6. BOARD OF EDUCATION REPORT
None.
7. TOWN MANAGERS REPORT
Its Curtain Time
for the junior division of Cirillo Youth Summer Theatre. Tomorrow evening is
opening night for their performance of "King Midas and the Golden Palace".
Additional performances will be held August 4th, and 5th in the air-conditioned L.P.
Wilson Community Center Auditorium at 8pm. Tickets are $4.00 for adults and $2.00 for
children and seniors.
The Senior Division of Cirillo Youth Summer Theatre will be performing "The Pajama
Game" Friday August 6th and Saturday August 7th at 8pm in the L.P. Wilson Community
Center Auditorium. Tickets for this performance are $7.00 for adults and $4.00 for
children and seniors. Tickets for both shows are available at the door. Call 285-1990 for
more information.
Free Skin Cancer Screenings
Free skin cancer screenings will be offered at the Veterans Pool (located at
Windsor High School) on Friday, August 13th from 11:00am 2:00pm. These screenings
will be provided as part of the SunCheck 3 skin cancer awareness program conducted by
Saint Francis Care and WFSB-TV. The screenings will be performed by medical personnel
aboard the Healthcheck Mobile Wellness Center. Educational materials will be available and
WFSB-TV will be broadcasting live during the noon news. For more information call

Washington Park Pond Update
We have received correspondence from the Corps of Engineers and the Department of
Environmental Protection that suggested changes to the design in order for the Town to
receive timely permits. We do not agree with all these changes and will be meeting with
DEP and/or the COE to clarify their intent and to see how we can proceed to be able to
dredge the pond this fall.
Prospect Hill Road Update
The DOT and its contractor, JDC Enterprises, has completed the paving and
striping for the reconstruction of Prospect Hill Road. Only minor items remain to be
completed.
Hayden Station Road Update
We will be sending a letter to the property owners along Hayden Station Road providing
them information regarding the revised schedule for the reconstruction. Based on reduced
levels of federal funding under the Surface Transportation Program, this reconstruction is
now planned for late summer, 2001.
Capen Street Update
Mr. Jameson, the owner of 84 Capen Street, has accepted the settlement issued by his
insurance company. However, the check is made out to three different entities: the
Jamesons, the Town of Windsor and the mortgage company in Florida. The check has to be
sent to Florida for the mortgage companys signature before anything can be done.
Once the check has been signed by the three parties, the Jamesons must use the money
to knock down the building. The Town has given the Jamesons until Wednesday to begin
demolition of the building. If there is no action taken by Wednesday, the Town will take
it down.
8. COMMUNICATIONS FROM COUNCIL MEMBERS
Council member Graff-- wished Council member Lydecker and his wife a happy 30th
anniversary. Welcomed the exchange students visiting Windsor from Spain..
Council member Haverstock -- none.
Council member Ploszaj -- none.
Council member Ristas-- none.
Council member Trinks-- none.
Deputy Mayor Curtis -- said another group of exchange students will be arriving from
Spain on Wednesday and noted that a number of students are still looking for families to
stay with. The students will be in Windsor until September 1st.
Mayor Hogan -- attended a recent town concert and was asked to compliment town staff on
the median strip in the center. She discussed the program in which free air conditioners /
assistance with electric bills was announced today.
9. REPORTS OF STANDING COMMITTEES
Health and Safety Committee -- Council member Trinks -- none.
Town Improvements - none.
Special Projects -- Deputy Mayor Curtis -- none
Finance Committee-- Council member Graff-- none.
Council member Ristas said he asked two months ago for a report from the finance
director regarding the expected shift of the tax burden for the upcoming revaluation and
he still has not received it. He would like that information as soon as possible.
10. ORDINANCES
a. An Ordinance amending the Town of Windsor Code - Chapter 14 by Adding Article X
(Capital Improvement Committee)
Town Manager Churchill reviewed the recent presentation made recently for the Council.
Council member Graff made a motion, seconded by Council member Ploszaj, that the Town
Council adopt an ordinance amending the Town of Windsor Code of Ordinances Chapter 14 to
establish a Capital Improvement Committee as required by the Windsor Town Charter -
Windsor Town Charter Section 8-2(c).
Council member Ristas made a motion, seconded by Council member Haverstock,
to amend the motion by deleting in Section 2 starting with line 5 - delete "and
one (1) member on the recommendation of the Windsor Board of Education" .
The Amendment Passed 5-3-0 and was opposed by Deputy Mayor Curtis, Council member
Trinks and Council member Graff.
The Main Motion Passed 8-0-0.
11. UNFINISHED BUSINESS
None.
12. NEW BUSINESS
a. Inland, Wetlands and Watercourses Commission Annual Report to the Town Council
Jerry Golden, Chairman of the Inland, Wetlands and Watercourses Commission, gave the
annual report and recognized the members of his Commission. He has been a member of the
Commission since it was formed. They meet monthly and have generally two to six
applications per month.
b. Amendment to Town of Windsor Personnel Rules
Dede Moore gave a brief overview pertaining to Section 7 of the current personnel rules
regarding recruitment of new employees. They recognize the job market is very competitive
and the $1,000 cap for moving expenses is unrealistic. She proposed to have the town
manager in his discretion authorize payment of relocation costs. Three bids price
quotations from moving companies would be required. This status particularly applies to
Grade Three positions, of which there are eight, as they are recruited nationwide,
however, it is not limited those positions.
There are no changes under sections A and B.
Council member Pacino made a motion, seconded by Council member Ploszaj, to accept the
recommendations of the town manager and personnel director contained in Dede Moores
memo dated August 2, 1999, regarding Recruitment of Employees - relocation costs to
include - under item 7-1 C.2. to re-insert the prior verbiage of 7-1 C.2.-Recruitment of
Employees - that if the employee leaves employment with the Town of Windsor prior to a
full years service then the Town would be reimbursed for expenses and to insert
"reasonable and customary" after the word "all" under C.2.
Council member Graff suggested adding to the motion that the Town make the payment
directly to the moving company. Town Manager Churchill said specific language stating that
in the motion is not necessary.
The Motion Passed 8-0-0.
c. Amendment to Town of Windsor Administrative Pay Plan
Dede Moore gave a brief overview of the proposed amendment to the administrative pay
plan. Since the Town places such a high value on economic development and its
contributions to the Town, the Town Manager has requested that the Council move the
position of Economic Development Coordination from a Grade 2 to Grade 3 in the
Administrative Pay Plan.
Council member Graff suggested that in the future when this type of action is requested
comparative regional information be included. Council member Trinks made a motion,
seconded by Council member Ploszaj, that the position of Economic Development Coordinator
be moved from Grade 2 to Grade 3 in the Administrative Pay Plan effective August 2, 1999.
The Motion Passed 8-0-0.
d. To Introduce an Ordinance Entitled "An Ordinance Appropriating $742,000 for
Reconstruction of and improvements to a Portion of Kennedy Road, and Authorizing the Issue
of $742,000 Bonds and Notes to Finance the Appropriation"
The Mayor called the introduction of the ordinance to be presented under item d of the
agenda. Council member Graff made a motion, seconded by Council member Ploszaj ,
Introduced and read the following resolution: "RESOLVED, that the reading into the
minutes of the text of the ordinance entitled "An Ordinance appropriating $742,000
for reconstruction of and improvements to a portion of Kennedy Road, and authorizing the
issue of $742,000 bonds and notes to finance the appropriation" is hereby waived, the
full text of the ordinance having been distributed to each member of the Council and
copies being made available to those persons attending this meeting; and that the full
text of the ordinance be recorded with the minutes of this meeting.
Upon motion duly made by Council member Graff and seconded by Council member Ploszaj
the aforesaid resolution was adopted by the Town Council as introduced, upon the following
roll call vote: Voting Yes: Mayor Hogan, Deputy Mayor Curtis, Council member Graff Council
member Haverstock, Council member Pacino, Council member Ploszaj, Council member Ristas
and Council member Trinks
Voting No: None.
Council member Trinks then presented the following ordinance, the complete text of
which is recorded as an attachment to these minutes:
AN ORDINANCE APPROPRIATING $742,000 FOR RECONSTRUCTION OF AND IMPROVEMENTS TO A PORTION OF
KENNEDY ROAD, AND AUTHORIZING THE ISSUE OF $742,000 BONDS AND NOTES TO FINANCE THE
APPROPRIATION
Upon motion duly made by Council member Trinks and seconded by Council member Ploszaj,
the aforesaid ordinance was introduced, upon the following roll call vote:
Council members voting Yes: Mayor Hogan, Deputy Mayor Curtis, Council member Graff
Council member Haverstock, Council member Ploszaj, Council member Ristas and Council
member Trinks. Council members voting No: Council member Pacino
e. To Set a Date for a Public Hearing on the Aforesaid Ordinance
Council member Trinks introduced and read the following resolution:
RESOLVED, that a public hearing be held at the Windsor Town Hall on Tuesday, September
7, 1999 at 7:15 PM on the foregoing ordinance.
FURTHER RESOLVED, that the Town Clerk is authorized and directed to post and publish
notice of said Public Hearing. Upon motion duly made by Council member Trinks and seconded
by Council member Ploszaj, the aforesaid resolution was adopted by the Town Council as
introduced, upon the following roll call vote:

Council member Haverstock, Council member Pacino, Council member Ploszaj, Council member
Ristas and Council member Trinks
Council members voting No: None.

Council member Trinks made a motion, seconded by Council member Ploszaj,
to table items A - Q.
The Motion Passed 8-0-0.
14. MINUTES OF PRECEDING MEETING
a. Minutes of July 6, 1999 Regular Meeting
Council member Ploszaj made a motion, seconded by Council member Trinks,
to accept the minutes of July 6, 1999 Regular Meeting. The Motion Passed 8-0-0.
b. Minutes of the July 7, 1999 Special Meting
Council member Ploszaj made a motion, seconded by Council member Graff,
to accept the minutes of July 7, 1999 Regular Meeting. The Motion Passed 7-0-1 with
Council member Pacino abstaining.
15. PUBLIC COMMUNICATIONS AND PETITIONS
Mrs. Jacqueline Gilman, Capen Street, said on her approach to the building inspector
last week she was told that a request was made to the town manager to tear down the
building and she wanted to know if it was received. She also questioned an insurance
companys authority regarding a health and safety issue such as this, which was
discussed in Town Manager Churchills report.
- EXECUTIVE SESSIONS
At 8:00 P.M. Council member Graff made a motion, seconded by Council member Ploszaj, to
go into executive session regarding a. Consideration of Alternative Actions to Enforce or
Implement Legal Relief or Legal Rights with Respect to the Landfill.
b. Discussion concerning the Appointment, Employment, Performance, Evaluation, Health
or Dismissal of a Public Officer or Employee. The Motion passed 8-0-0.
Also in attendance were Town Engineer Lenehan, Health Director Petrillo, and Town
Manager Churchill.
At 8:40 P.M. Town Engineer Lenehan, and Health Director Petrillo left Executive
Session.
17. ADJOURNMENT
Council member Ploszaj made a motion, seconded by Deputy Mayor Curtis to adjourn the
meeting at 9:20 PM. The Motion passed 8-0-0.
