Windsor's Community Development team solicits and administers fund promoting neighborhood reinvestment. We provide grant administration, planning and implementation and staff support. Currently, four programs are underway that will be of interest to Windsor residents.

Housing Rehabilitation Program
This program offers financial and technical assistance to eligible residential property owners. The intent of the program is to preserve Windsor's housing stock and provide safe decent housing for low/moderate income people. The financial assistance is in the form of low interest loans and can include the correction of housing code violations, energy conservation and modifications to improve handicapped accessibility.

Home Ownership Assistance
For first-time home buyers, this program offers pre-purchase counseling, down payment and closing cost assistance and post-closing advise. This is the ideal program for people who have sufficient income to make mortgage payments, adequate savings and good credit history.

Small Business/Micro-Enterprise Loans
This program provides low interest loans for small businesses and can cover land acquisition, site improvements, purchasing an existing building, remodeling, machinery or equipment purchases and working capital. The intent of the program is to help Windsor businesses create jobs for Windsor residents.
