Project Update - September 20, 2017

The Contractor, Spazzarini Construction, has begun boxing out the roadway and adding processed aggregate base material in preparation for placing the first course of pavement next week.  Paving operations are expected to occur during the latter part of the week of September 25th and are expected to be completed within two days. 

 

Following the paving of the first course of pavement, new curbing will be placed and sidewalk construction will begin.  Property owners living on the north side of Prospect Hill Road where the new sidewalk is to be constructed are requested to look for notices the Contractor may leave at your door regarding the exact timing of sidewalk construction along your property.  You may be asked to park on a nearby side street at that time.  Property owners with sidewalk constructed along the front of their properties are also requested not to shovel or place de-icing materials on the new sidewalk this upcoming 2017-2018 winter season.

 

Driveway aprons will be temporary paved prior to the Contractor’s winter shutdown.  Final paving of the roadway, final repaving of driveway aprons, line striping, and planting of new and/or replacement landscaping will be completed in Spring 2018.

Project Update - April 24, 2017

Bids were received for the Prospect Hill Road Reconstruction, Phase 2 Project and the Town has awarded the contract to Spazzarini Construction of Enfield, CT.  Construction is anticipated to begin as early as May 1, 2017.  Work will generally be between the hours of 7:00 AM to 5:00 PM, Monday through Friday.  During construction hours, it is the intent to allow for alternating one-way traffic through the project area, with emergency vehicle access maintained at all times.  Non-local traffic is requested to seek alternate routes around the project area for the duration of the construction.

 

Construction inspection services will be provided by Milone & MacBroom, Inc.  Over the next few weeks, personnel from Milone & MacBroom assigned to the project will attempt to introduce themselves to direct project abutters.  Residents who have received a Temporary Rights Agreement and have any outstanding questions and/or have not yet returned this agreement are urged to contact me as soon as possible.  Any work on private property for which this Temporary Rights Agreement has not been received will be removed from the contract prior to the start of construction.

Project Update - February 23, 2017

The Town will be advertising the Prospect Hill Road Reconstruction, Phase 2 Project for construction bids on Friday, February 24, 2017 with bids due March 28, 2017.  Contract award is anticipated for mid to late April following review of the bids, contractor evaluation, and approval from the Connecticut Department of Transportation. 

 

Utility work began last fall with the removal of trees for the relocation and replacement of utility poles.  Utility work has recently resumed and will continue over the next few months.  The contractor is expected to begin the roadway and sidewalk work late April.  We will send a follow up notification letter with the contractor name and proposed schedule prior to that time.

Project Update - September 23, 2016

The town's design consultant, Milone & MacBroom, is preparing to submit the final design plans to the CT DOT by early October.  Additionally, letters requesting temporary rights during the upcoming construction have been sent to project abutters.  Questions regarding these letters and/or any other component of the project may be directed to Victoria Houle, Project Engineer, at 860-285-1862.  Current project estimates include utility relocation work to begin this fall and be completed throughout the winter with the project being advertised and awarded such that roadway work will begin in early Spring 2017.

 

Project Update - August 3, 2016

The town's design consultant, Milone & MacBroom, Inc. has completed the semi-final designs for the proposed improvements.  The rights-of-way phase has also begun.  Property owners may be contacted regarding the granting of easements for construction elements such as grading/slope easements or rights to repair driveways.  Construction work is anticipated to begin this winter, beginning with utility relocations.  If you have any questions, please contact Victoria Houle, Project Engineer, at (860) 285-1862 or at houle@townofwindsorct.com.

 

Project Update - April 26, 2016

The Town will be hosting an informational meeting to update you on the upcoming project and hear your comments.  We invite you to attend this meeting on Wednesday, May 11, 2016 at 6:00 P.M. being held in the Nature Center at Northwest Park.  

The town’s design consultant, Milone & MacBroom, Inc., has reviewed comments received and prepared a preliminary design of the proposed improvements.  They will make a brief presentation of those improvements and residents will be able to ask questions and offer feedback.

Project Update - February 5, 2016

The Town will be hosting an informational meeting regarding the project on Thursday, February 11th in the Nature Center at Northwest Park at 6:30 PM.  The Town's consultant, Milone & MacBroom, has prepared a conceptual design of the proposed improvements.  They will make a brief presentation of those improvements and ask for input from the property owners that are adjacent to the work.  We expect that the input may include specific concerns regarding the potential impact of the improvements on the residents’ property.

Project Update - December 28, 2015

The Prospect Hill Road Phase 2 Reconstruction Project was approved for funding under the Local Transportation Capital Improvement Program (LOTCIP) in 2014.  The construction of the project will be 100% funded through the Connecticut Department of Transportation.  The Town has secured funding for the design of the project and selected a consultant, Milone & MacBroom, for the project design. 

 

Staff from Milone & MacBroom may begin survey and geotechnical work within the next few weeks.  We anticipate holding a public informational session this Winter.  The Prospect Hill Road Phase 2 Reconstruction project is the continuation of the pavement rehabilitation and streetscape improvements, from the end of the Phase 1 project at West Street, to the intersection of Harvest Lane.

Project Update - January 28, 2015

The proposed Prospect Hill Road, Phase 2 Reconstruction project has been identified for state funding under the new Local Transportation Capital Improvement Program administered through the Department of Transportation.  Under this program, the construction of the project would be fully funded with state monies, with the design being the responsibility of the town.  Town staff has begun efforts to solicit a consultant to begin the design such that construction may begin as early as FY17.

 

Background

On September 18, 2012 Town Council approved an appropriation to fund the survey for the proposed second phase of the Prospect Hill Road Reconstruction Project to aid in the future design of the project.  The proposed scope of the second phase project is to continue roadway and pedestrian improvements consistent with those of the currently proposed Prospect Hill Road project presently under design with project limits from Poquonock Avenue to West Street.  The project limits of the second phase are from West Street to Harvest Lane.

 

The town is currently seeking federal and state funding assistance for the second phase of the reconstruction project under the same funding program from which the first phase has been awarded monies.  The project was most recently submitted for consideration in 2011 and while it has not been chosen at this time, the project does rank highly on the evaluation scale and potential for near future funding under this program. 

 

Therefore, the town has hired Alfred Benesch & Company (formerly Purcell Associates) to begin the land survey required for the future design of reconstruction project.  The survey will be conducted in accordance with the Connecticut Department of Transportation requirements in anticipation of their involvement in the design and construction.  However, it should be noted that there is no definitive schedule for the design or construction at this time.
