Stormwater Management Plan

In 2004, the Town of Windsor prepared a five-year Phase II Stormwater Management Plan (SWMP) as required by the CT DEP's General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 General Permit). The plan is a five-year initiative with the objective of improving the overall quality of the Town of Windsor's stormwater runoff conveyed into the Town's storm drainage network by overland and underground drainage systems, which flow into watercourses, waterbodies, and watershed areas. It includes several goals and actions to accomplish the cleaner stormwater objective. The quality of stormwater runoff in the Town of Windsor will be improved by removing and preventing many of the hazardous contaminants entering the storm drainage system through the implementation of the proposed measures and with the cooperation of the public and property owners.

Additionally, the Town of Windsor has prepared Annual Stormwater Reports which summarize the activities conducted to satisfy the permit requirements, modifications to the SWMP, and activities scheduled for the upcoming year. Copies of the Stormwater Management Plan and the Annual Reports are posted below.

The Erosion & Sediment Control Ordinance and the Stormwater Management Ordinance became effective February 2, 2009.

The Town’s Stormwater Manual (revised 8/17/2009) was published on February 4, 2009.

The Illicit Discharges and Connections Ordinance was adopted by Town Council on April 6, 2009 and became effective on April 16, 2009.
