An Ordinance adopting the provisions of Connecticut Public
Act 00-120 to provide property tax exemption for eligible
members of the Windsor Volunteer Fire Department and the Windsor
Volunteer Ambulance Association
Chief Dale Smith, 909 Stone Road, of the Windsor Volunteer
Fire Department, said he is strongly in favor of the exemption
for volunteers. This will help recruitment and retention for
strong and effective volunteer fire and ambulance departments.

An Ordinance Appropriating $850,000 for the reconstruction of
Goslee Pool and authorizing the issue of $850,000 Bonds and
Notes to finance the appropriation
Alice Schaeffer, 76 Portland Street, said many seniors use
the pool, noting her only concern was the depth of the pool.
Robin Neumann, Director of Family and Leisure Services for
the Town of Windsor, gave an overview. The current plan is to
demolish both the existing swimming and wading pools and
construct a new swimming pool and a splash pool. The
reconfiguration of the pool is for depths from 3 to 5 feet. It
will be handicapped accessible with a hydraulic handicap lift.
The pool will be 4,400 square feet in a "Z" shape.
There will be 2 dedicated swim lanes. The splash pool will be 42’
with a minimum of 3 spray features.

- Public Communications and Petitions
John Eichner, 27 Hansen Hill Road, expressed his pride in
the Town. He encouraged everyone to visit the skate park and
expressed support for the proposed amphitheater.
Mark O’Donnell, Director of Dramatics at WHS, on 11/3 and
11/4 The Stoney Hill Gang will be presented. He supports the
proposed amphitheater, which will be a wonderful alternative
performance theater.
Melanie Kerr, 45 Gloria Street, has a child at Clover
Street School, and urged the council to approve enclosing the
walkways at the school as quickly as possible. The school is
still lacking in comparison to the other elementary schools.
She feels a new or completely renovated building is needed.
Thursday, October 26th an open house will be held
and she asked the Council to attend.
Cheryl McAuliffe, 18 Kellogg Street, supports enclosing the
Clover Street walkways.
Richard Loback, Ludlow Road, urged the Council to approve
enclosing the Clover Street walkways.
Ron Williams, 15 East Street, feels it is outrageous to
lock the doors at Clover Street School and feels this sends a
message everyday to the children that the world is a very
dangerous place. He asked the Council to tour the school on
October 26th and look at the four proposals to
enclose the walkways, choose one and do it soon.

12. a. Wilson / Deerfield Advisory Commission Report to the
Town Council
Chairman Kenneth Means gave an overview. The Commission
meets on the fourth Wednesday of each month, excluding July
and August, at the Wilson Library. He reviewed pending
projects and the projects completed over the past year.
- Public Building Commission Report
Mr. Novak gave the report.
WHS Phase 2 renovations – bids were received and opened,
which exceed the budget by $2 million. They are still
confident that the project can be done. Cuts have been made.
None of the cuts will change the project of ‘renovate as new’
for the State’s purposes. The project may be about two
months delayed.
Rainbow Road Firehouse – masonry, siding and roofing are
complete. The non-skid slab is poured.
330 Windsor Avenue – the project is complete with money
to be turned back to the General Fund.
Sage Park concession stand -- is complete except for minor
trim.
Clover Street – Architect Geoffrey Bray together with
Dennis Schevelle gave an overview and showed four proposals
for enclosing the walkways.
Mayor Hogan referred the project to the Finance Committee
and the Town Improvements Committee.
Council member Trinks asked that a member of the BOE or the
superintendent’s staff be at the tour of the school on
October 26th. Council member Haverstock suggested
the architect also be at the tour to answer questions.
Mr. Novak noted that the PBC had a general consensus to
accept plan B.
- Town Manager’s Report
Public Works Update
Beginning October 19, 2000, the following streets are
scheduled to be paved:
October 19th: High Street
October 20th: Deerfield Avenue, Bristol
Street, Dexter Street, Drake Street, and Rodney Street
October 23rd: Addison Road and River Street
Residents of these areas received door hanger cards to
inform them of the upcoming work.
Sage Park Field House
The Sage Park Field House project is 95% complete. We
anticipate this project will be completely finished this
month.
Police Explorers Fundraiser
The Windsor Police Explorers will be having a fundraiser at
the Windsor Locks Ramada Inn (route 75) on Thursday, October
19, 2000 from 5:30 p.m. to 11:00 p.m. In support of this
event, the Ramada Inn will donate 10% of all dinner proceeds
to the Windsor Police Explorers. We encourage community
support of this fund-raising event. Reservations must be made
in advance by calling the Ramada Inn at 623-9494.
Bradley Airport Noise Study
A recent update from the State of Connecticut Department of
Transportation informed us that the preferred departure
alternative for Runway 24 was implemented on October 3, 2000.
This routing should not effect Windsor since the planes
will turn more toward East Granby and Granby following
take-off.
At the present time we have not received notice of any
impact from Windsor residents, but if anyone has any questions
or concerns regarding airport noise they may contact Mario
Zavarella at 285-1981.
"Five Nights of Fright" Planned to Provide
Haunting Fun
Don’t miss "Five Nights of Fright" in historic
Windsor sponsored by the Windsor Chamber of Commerce, First
Town Downtown, and various departments of the Town of Windsor!
A five night series of hauntingly fun events have been planned
for Windsor residents of all ages.
October 27: It is the return of "Night of 1001
Pumpkins" at Northwest Park from 6:00 PM to
7:30PM.
October 28: Have another night of fun at Northwest
park talking to the "Creatures of the Night" from
5:00 PM to 9:00 PM.
October 29: Put a scary face on Halloween at First
Town Downtown’s "Monster Mask Bash"
from 2:00 PM to 3:30 PM at the Windsor Public Library.
October 30: The Windsor Senior Center and Parent
Center are teaming up to sponsor "Terrorific
Time" from 11:15 AM to 12:20 PM at the Senior Center.
October 31: The headliner event of the week is sure to
bring out the best screams in all of us! It’s the "Nightmare
on Broad Street!" Enjoy a nightmarish evening from
5:30 PM to 8:30 PM on and near the Windsor Town Green as you
visit area businesses that will hand out some ghoulish treats.

Broad Street – a guaranteed fright! For more information on

Dr. Petrillo discussed leaf pick-up to begin on 10/21 which
will continue for 5 weeks, ending on 11/25. Leaves will be
picked up at the curb on the normal trash pick-up date. Paper
leaf bags or barrels must be used, no plastic bags will be
picked up.
Tom Lenehan discussed the maintenance and repair of
sidewalks paid for by the Town.
Mack Street is moving along well.

Peter Souza gave an overview, noting that the tax credit
should enhance recruitment and retention of volunteers. He
reviewed the process for exemption. He answered questions of
the Council regarding details of implementation. Certification
process will need to be directed to and through the Chief. The
expected revenue impact for the first year is $55,000, year
two the impact will be between $110,000 and $120,000.

exemption for eligible members of the Windsor Volunteer Fire
