- Public Communications and Petitions
John Horn, Jr., president of the Clover Street PTA spoke about the enclosed walkways at
the school which they feel is the last hurdle to providing a safe educational environment.
- Public Building Commission Report
Mr. Joseph Novak and Al Neumann gave the report.
WHS addition and renovations phase 1 is complete; windows have been
installed. The project is on schedule. The progress can be seen in photos on
O&Gs web page.
Phase 2 a review of all documents is complete. Bids should be done within 2
weeks.
Rainbow Road Firehouse construction should begin this month and be completed in
October, 2000.
330 Windsor Avenue the design was awarded to a consultant and work has begun.
Milo Peck Community Center design the project should go out to bid in June. A
design firm has been chosen.
Town Hall Roof Design the bid should go out in July. A design firm has been
chosen.
School asbestos abatement abatement will begin after the school year
Clover Street Fence and wall discussion will occur tomorrow night.
- Town Managers Report
Cruise Night Re-Scheduled
Friday nights thunderstorm forced the cancellation of the 1st Annual Windsor
Center Cruise Night and it has been re-scheduled for this Friday, June 9th from 6:30 PM
9:30 PM. (Windsor Police will begin re-routing traffic on Broad Street beginning at
5:15PM.)
You can see the historic automobiles and motorcycles right here on Broad Street. This
is a free event for spectators, but there is a fee to enter a vehicle. $5.00 per
motorcycle and $10.00 per car. All proceeds will benefit the Friends of Windsor Skate
Park. The Windsor Police Explorers will be selling hot dogs and hamburgers, and the early
weather forecast for Friday looks good, so come out and join the fun! For more

Cruise Night was the kick-off event for "Weekend in Historic Windsor" which
attracted over 1,000 people to the town green on Saturday afternoon. Over 35 Town of
Windsor organizations were represented providing a fun and informative afternoon which
included live entertainment, a kids safety fair, and the 2nd Annual Checkers
Challenge.
Organizers of "Discover Windsor Trails Day" sponsored by First Town Downtown
have announced that over 280 people participated in the bike tour, 50 canoeists paddled
the waterways and 25 individuals walked Windsors beautiful trails on Saturday
morning. In addition, over 30 individuals participated in the 2nd annual checkers
challenge which is triple the size of last years tournament.
West Nile Virus Update
The Town of Windsor is continuing its participation in the state-wide West Nile
Virus Bird Testing Program. As of May 26, 2000, the virus has NOT been detected at all in
the state of Connecticut. Dr. Charles Petrillo and our Health Department staff will
continue to monitor this testing program and will keep us updated. For more information

The Courant 100
This mornings edition of the Hartford Courant included an extensive article on
the Connecticuts Largest Public Companies. Of the 26 Hartford County companies
named, 4 are Windsor based, and they include:
#34 ADVO (Direct-mail advertising services)
#84 TRC Companies, Inc. (Environmental services)
#92 SS&C Technologies, Inc. (Software developer)
#93 PRT Group, Inc. (Information technology services)
Eight additional companies in the Courant 100 have a presence in Windsor, although not
headquartered here.
Three of the top four companies cited by the Courant have ties to Windsor via corporate
offices.
This designation is an indicator of Windsors success in attracting high quality
corporate development to the community.

Marge Montague and Dennis Schavelle gave an overview.
Deputy Mayor Curtis made a motion, seconded by Council member Trinks,
That $10,510 be appropriated from the Capital Outlay Unreserved, Undesignated Fund
Balance to Capital Outlay Account: (02-534) Clover Street School - Asbestos Abatement
Project.
Council member Pacino asked for a friendly amendment that when all monies are
reimbursed, the money be returned to the Council as contained in Ms. Montagues memo.
Donald Cunningham said he guaranteed that the money would come back to the Council.

That $53,900 be appropriated from the Capital Outlay Unreserved, Undesignated Fund
Balance to Capital Outlay Account: (02-537) Poquonock School Asbestos Abatement

a. Historic District Commission Report to Town Council
No one present.
- Discussion of Marriott Hotel and Conference Center project and associated public
improvements to Day Hill Road
Patrick McMahon gave an overview together with David Earley and George Catrambone.
The property consists of about 22 acres located at 28 Day Hill Road. The Marriott
project is a high-end product, the rooms will be in the $169 per night range. There will
be 295 rooms and 45,000+ square feet of which 15,000-18,000 is meeting space. It is a $36M
project. Day Hill road is proposed to be widened. The project will create 180 new jobs. A
30-foot wide easement will be conveyed to the town as well as access rights to lot #1.
The taxes predicted are $617,000.
- Authorize the Town Manager to execute an Open Space Agreement with the State of
Connecticut relative to the River Street Park Project
Tom Lenehan gave an overview regarding the expenditure of funds for the construction of
the recreation area at River Street. The amount of reimbursement is approximately $34,661,
which is 40% of the project expenditures.
Council member Trinks made a motion, seconded by Council member Broxterman,
Resolved that the Town Manager be and hereby is authorized to execute on behalf of the
Town of Windsor, the Open Space Agreement with the State of Connecticut for financial
assistance to construct the River Street Park to include the closure of Old River Road to
vehicular traffic, development of a parking area, development of bike paths/jogging
trails, construction of fishing access site which is accessible to all, and landscaping.
The Motion Passed 9-0-0.
- Appropriation for the construction of a new field house at Sage Park
Al Neumann gave an overview and discussed Peter Souzas memorandum dated June 5,
2000. The field house will not be heated. It will be handicap accessible and will have
rest rooms. The facility will be used primarily during the daytime.
The Mayor referred the project to the Town Improvements Committee.
Council member Pacino made a motion, seconded by Council member Broxterman,
That $98,000 be appropriated from the General Fund Unreserved, Undesignated Fund
Balance to Capital Outlay Fund Account (02-543) Sage Park Field House. The Motion Passed
9-0-0.
Council member Pacino made a motion, seconded by Council Member Simon,
That Windsor Town Council refer the Sage Park Field House Project to the Public
Building Commission to initiate construction of the project so that construction is
substantially complete in August 2000. The Motion Passed 9-0-0.
- Resolution regarding acquisition of property relative to the reconstruction of Mack
Street
Deferred until after executive session.
- Accept all right and title for access to Lot #1, 28 Day Hill Road
Dana Peck, Acting Town Planner, gave an overview.
The property consists of 2 contiguous lots. The proposed Marriott hotel and conference
center is located on lot #2; noting is proposed current for lot #1. The Marriott proposes
2 access drives. Staff is concerned that a future developer of lot #1 could have rights to
demand a direct access to Day Hill Road for that parcel. Direct road access from that
parcel may result in traffic hazards. The Town Attorney recommended that the owner of lot
#1 deed the access rights to the Town of Windsor to help ensure that a driveway is never
constructed to Day Hill Road from lot #1.

- Residential Improvement Incentive Program
Town Manager Churchill gave the background. The Council said its 3 priorities are to
enhance the Towns brand name, encourage the development of cohesive and diverse
neighborhoods, and maintain and increase the median value of Windsor homes.
Mayor Hogan made a referral for the Residential Improvements Incentive Program be
referred to the Town Improvements Committee.
