Refund from CL&P for
Streetlights
A recent Connecticut Superior
Court decision agreed with a prior Connecticut Department of
Public Utility Control (DPUC) decision to require the
Connecticut Light & Power Co. (CL&P) to refund an estimated
$8.1 million to cities and towns for street lighting
services. This figure was determined to be the amount that
CL&P had overcharged the municipalities for street lights
for the period going back to 1986.
Based on this decision, the
Town of Windsor is expected to receive $213,765.08. CL&P
has the option to issue this refund either in one lump sum
or as credits to customer bills over a 24-month period.
CL&P previously indicated its preference to issue refund
checks within 60 days of the decision. Simple interest on
any unpaid balances will continue to accrue if the payment
is not made as a lump sum.
The Connecticut Conference of
Municipalities has been working on this issue on behalf of
the cities and towns over the past few years.
Leaf Collection Program
Windsor’s 2006 Leaf
Collection Program will begin October 23rd and
end on December 15. In Connecticut, leaf composting is
mandatory. In Windsor, the landfill accepts the leaves to
produce nice, rich compost. Windsor Sanitation will pick up
your leaves during this period on the same day as the trash
pick-up on your street, whether you are a Windsor Sanitation
customer or not. Residents can place the leaves at their
curb for collection in 30 to 40 gallon paper leaf bags, not
plastic. If you choose to self-haul your leaves to the
landfill, there is no charge during this period for clean
loads of leaves (no plastic bags or other contaminates).
The landfill is open Monday through Saturday from 8:00 AM to
4:00 PM and is located at 500 Huckleberry Road in Windsor.

Emergency Shelter Equipment
As part of
the continued planning and gathering of assets in the event
of a regional emergency CRCOG has acquired 8,000 Cots,
blankets and pillows, 120 of which have been stored in
Windsor and 3,880 which will be available in a trailer for
immediate response to town in a time of need. The town's
equipment is being stored at the LP Wilson Community center
which also is the designated shelter for Emergency
Management. This project was funded from the regions
pooling of money that we contributed to from the Department
of Homeland Security. In addition each municipality in the
region was allocated $17,500 for upgrades to their
individual emergency operations centers. We were mandated
to upgrade our communications equipment that will allow us
to talk to our regional coordinators and other EOC's, but
also had a cafeteria list of equipment to choose from to
reach the $17,500 allocation. The equipment chosen included
3 laptop computers, a monitor for the EOC, an electronic
white board, a satellite telephone. This equipment is in
the process of being delivered and also can be integrated
into the day to day operation of emergency services to allow
for the maximum benefit of both major emergencies and non
critical events.
Open Space Fund
A request from the
Conservation Commission in the amount of approximately
$700.00 from the Open Space Fund has been received. This
funding request is to support a campaign to raise donations
for the Open Space Fund. The money will be used for
printing and mailing costs. A few years ago the Conservation
Commission's fundraising campaign raised over $3,000 for the
Open Space Fund.
Also, the newly revived
Windsor Land Trust has requested funds from the town's Open
Space Fund for the purposes of funding due diligence
activities related to acquiring a parcel of land from State
of Connecticut. This land, if acquired by the Land Trust
would remain as protected open space. A formal funding
request to the Town Council will likely be forthcoming in
the next 30 to 45 days.
