Bridge-Builder Awards Ceremony
The
Windsor Human Relations Commission and Citizens for a United
Windsor will honor Diane Cecere, Diane McDougald and
Geissler’s Supermarket at the annual Windsor Bridge Builder
Awards Ceremony on Thursday, October 26th from
6:00 PM to 7:30 PM in the Town Hall Council Chambers. In
its 12th year, this annual recognition honors
residents, businesses or organizations that make outstanding
contributions to human relations in Windsor. A donation of

October Safety Tips from the Fire Marshal
Windsor’s
Fire Marshal, Ray Walker reminds all residents to change
your clock and change the batteries in your smoke detectors
Sunday, October 29th.
While
encouraging everyone to have a safe and fun Halloween, he
also reminds parents to dress children in fire or flame
retardant fabrics for costumes and insure the costumes allow
children to see and be seen.
Nightmare on Broad Street
The
Windsor Chamber of Commerce will be hosting its annual
Halloween event, Nightmare on Broad Street, on
Saturday, October 28th from 5:00 PM to 8:00 PM in
the center of town. Treats, games hay rides and a haunted
house will highlight this free event for youngsters. For

Red
Rose Tea Fair
Windsor
will host avid Wade figurine collectors from across the
country November 3 – 5 at the Red Rose Tea Fair at the
Hilton Garden Inn in Windsor. Red Rose Tea, made by Redco
Foods, headquartered right here in Windsor has been actively
planning the event with the Chamber of Commerce Tourism
Committee, the Windsor Historical Society and members of
town staff to encourage tourism to Windsor and allow
collectors to buy, trade and collect the Wade figurines at
the fair, a reception and dinner and a Victorian High Tea
organized by the Historical Society. Detailed information

Election Day Information
Absentee
ballots for the November 7th Election are
available in the Town Clerk’s Office. Applications for
absentee ballots can be obtained by calling 285-1902.
Those
eligible for absentee ballots include: Military personnel;
anyone who will be absent from Windsor on Election day;
anyone who is unable to get to the polls on Election day due
to illness of disability; anyone whose religious beliefs
forbid them from voting on Election day; and anyone working
at a polling place other than their own district.
The Town
Clerk’s Office is open Monday through Friday from 8:00 AM to
5:00 PM.
Special
absentee voting hours
have been scheduled for Thursday November 2nd
from 8:00 AM to 8:00 PM. For more information, call

Landfill Quarterly Report
As requested by the Town Council, attached is the Quarterly
Report of the Landfill Enterprise Fund. This report
provides data on the 1st quarter of the fiscal year which
began on July 1st (FY 2007). As this report is the second
time it has been issued, we are asking for the Town
Council’s comments regarding revisions in the way it is
generated in order to better meet their needs.
Before this data is presented, a review of the report format
will be given. As you can see, across the top of the report
are columns presenting data from FY 2006 and FY 2007. These
columns include the budget for FY 2007, 1st quarter data,
and year-to-date results for this year. The following two
columns provide variance data comparing year-to-date and the
budgeted amounts in dollars/numbers and then in percentage
form (with 100% equaling no change up or down). The last
two columns provide a comparison of the previous fiscal year
(FY 2006) to FY 2007 for the 1st quarter and year-to-date
dollars/numbers.
The difference between the 1st quarter results and the 1st
quarter targets show in the column entitled: “YTD vs. YTD
Target Variance (T & $)”, with “YTD” meaning year-to-date
and
“T” meaning tons of waste. We can also compare these
amounts with the 1st quarter data from the previous fiscal
year (2006) as shown in the last two columns.
For Municipal Solid Waste (MSW), the Landfill received
19,233 tons and $1,046,428 in revenues in the 1st quarter.
Tonnage amounts are within 10% of target and revenues are
within 3% of that target for the quarter.
For Bulky Waste (construction and demolition debris), the
Landfill received 7,180 tons in the 1st quarter, which was
4,369 tons greater than the targeted amount. This also
represented an increase in revenues for Bulky Waste of
$262,136 above the target. These increases were primarily
the result of a local bulky waste transfer station going out
of business, as well as the raising of the bulky waste
tipping fee at the Manchester Landfill. These actions led
to an increase in tons coming to the Windsor-Bloomfield
Landfill.
Operating Expenses for the Enterprise Fund were lower than
targeted in the 1st quarter. Expenses totaling $491,746
were $126,446 less than targeted.
Taking revenues and expenses together and comparing them to
the target, the Enterprise Fund ended the 1st quarter
$350,647 higher than targeted, (see bottom of column
entitled: “YTD vs. YTD Target Variance (T & $)”.
On the bottom right corner of the report is a box which
shows the Estimated Remaining Landfill Capacity. The
remaining waste capacity (volume in cubic yards) in the MSW
areas is 312,011 yards. The remaining bulky waste volume is
103,396 cubic yards. At current rates of filling, we
continue to estimate that the Landfill will reach capacity
in 2009. The next site survey of remaining capacity is
scheduled for January 2007.
