Transportation Planning

The CRCOG Policy Board will be meeting on June 28, 2006 to consider a resolution amending the regional transportation plan to include the conceptual plan for the Day Hill Road Exit 38 flyover.  The CRCOG Transportation Committee unanimously recommended that the regional plan be amended to include this project.  This is a positive first step towards this long term project, but does not guarantee any funding now or in the future. 



 

Clerk’s Office Employee Completes Certification

I am pleased to announce that Deb Bouvier, a part-time Administrative Aide in the Town Clerk’s office, recently completed the required course work and passed testing to be certified as an official State of Connecticut Town Clerk.  Congratulations to Deb for her efforts.


 


Elm Street Reconstruction

With the exception of a couple small punch list items, the Elm Street reconstruction project is complete.  Thank you to the residents and businesses on Elm Street for their patience during this reconstruction period.



 

Dog Show this Thursday

The Just for Fun Dog Show will be held this Thursday, June 22nd on the town green. This annual event is sponsored by the Town Clerk’s Office to promote the month of June as dog licensing month and all participants must have a new dog license.  Registration (and the opportunity to purchase a new dog license if you need one) begins at 5:30 PM.  Judging begins at 6:00 PM.   Members of 4H will be selling hot dogs.  For more information, call 285-1902.



 

Summer Concert Series Begins

The Summer Concert Series on the town green begins Thursday July 6th with a performance of Eight to the Bar.   Enjoy the music with friends and neighbors at this free event from 7:00 to 9:00 PM.  For information call 285-1990.



 

Free Dumping Privileges Reminder

As a reminder to residents wishing to dispose of debris from storm activity – the landfill will accept storm debris such as trees, branches and stumps free of charge through July 1st.  The landfill is open 8:00 AM to 4:00 PM Monday through Saturday.  For information call 285-1833.


 

Tax Bills to be Issued Twice

In order to comply with the town’s charter regarding the issuance of tax bills within 7 days of the end of the current fiscal year, the town will be mailing two sets of tax bills.

The first set of tax bills will be mailed June 23rd and will be calculated at the current mill rate of 28.73.  Taxes due for properties in the Windsor and Wilson Fire Districts will be included in the first tax bill.

When a final budget for fiscal year 2007 is approved by the voters, and the subsequent mill rate is set, a second tax bill will be sent indicating any additional tax due based on the new approved mill rate.

Tax payment drop-off boxes are located at the Windsor and Wilson Libraries as well as the L.P. Wilson Community Center for the month of July.  A drop-off box located in the center section of the Town Hall parking lot is available year-round.  For more information, call 285-1810.


 

 

Grant Funding Secured

I am pleased to announce the receipt of a $50,000 grant from the State Department of Emergency Management and Homeland Security.  This grant to our Police Department will fund the acquisition of a complete digital video enhancement and stabilization system.  This system will aid the police in surveillance of criminal suspects, and enhancement of commercial surveillance images to aid in identification and arrest of criminals.

I would like to thank Lt. Shannon Haynes of the Police Department for her efforts in securing this grant as well as several other grants that total over $221,000 in the past year.


 


Bond Rating

I am very pleased to announce this evening that Standard and Poor’s Rating Service raised its General Obligation debt rating for the Town of Windsor to AA+ from AA.  In their report, S&P noted the town’s strong financial performance and growing reserve levels as rationale.  AA+ is one notch below the AAA rating category.

This improved rating positions the town favorably to receive lower interest rates in future bond obligations.
